2 connect the dots

Среди вариантов, предлагавшихся переводчиками, – сложить вместе/связать воедино разрозненные кусочки/детали мозаики, замкнуть все звенья цепочки (фактов, событий), установить логическую связь ( фактов, событий). Высказывание Рамсфелда в переводе можно передать так: Наша задача – вовремя распознать угрозу и не допустить повторения 11 сентября или еще более страшных событий.

•• Здесь есть и другие интересные с точки зрения перевода «фишки». Например, moral absolutism (в данном случае – морализаторство) – еще один пример того, что слова с -ism в английском часто употребляются не так, как в русском (см. об этом в «Моем несистематическом словаре», стр. 200). Интересно и rolling out the administration’s spin for the next campaign – Президент излагал (или даже обкатывал) пропагандистскую линию администрации накануне предвыборной кампании (слово пропаганда считается в переводах спорным, но общий тон передовой статьи в New York Times позволяет употребить его без особых колебаний). Что касается the critical thing is to act decisively, and worry about connecting the dots later, то широкий контекст (речь идет об иракской войне) подсказывает такой перевод: ...самое главное – действовать решительно, а о каком-то обосновании можно позаботиться позже (можно и резче, опять-таки с учетом общего тона статьи: а обоснование как-нибудь найдется). Конечно, и обоснование чего-либо, и решение головоломок, и умение делать выводы из разрозненных фактов – все это предполагает наличие одного общего компонента – логики. Видимо, это слово (или его производные) может пригодиться в поиске контекстуального перевода.
•• Надо только иметь в виду, что модное выражение часто употребляется не очень содержательно, просто потому, что оно у всех на устах. Вот характерный пример из статьи много и в общем хорошо пишущего американского обозревателя Томаса Фридмана:
•• We have to connect all of the above dots to strengthen Arab-Muslim moderates, because only then can they take on their extremists.
•• Здесь не имеется в виду какое-либо расследование, логическая задача или необходимость сделать выводы при не до конца ясной ситуации. Смысл примерно такой: все задачи надо решать в комплексе. 3 Socialist Party / Partido Socialista

(PS)

   Although the Socialist Party's origins can be traced back to the 1850s, its existence has not been continuous. The party did not achieve or maintain a large base of support until after the Revolution of 25 April 1974. Historically, it played only a minor political role when compared to other European socialist parties.

   During the Estado Novo, the PS found it difficult to maintain a clandestine existence, and the already weak party literally withered away. Different groups and associations endeavored to keep socialist ideals alive, but they failed to create an organizational structure that would endure. In 1964, Mário Soares, Francisco Ramos da Costa, and Manuel Tito de Morais established the Portuguese Socialist Action / Acção Socialista Português (ASP) in Geneva, a group of individuals with similar views rather than a true political party. Most members were middle-class professionals committed to democratizing the nation. The rigidity of the Portuguese Communist Party (PCP) led some to join the ASP.

   By the early 1970s, ASP nuclei existed beyond Portugal in Paris, London, Rome, Brussels, Frankfurt, Sweden, and Switzerland; these consisted of members studying, working, teaching, researching, or in other activities. Extensive connections were developed with other foreign socialist parties. Changing conditions in Portugal, as well as the colonial wars, led several ASP members to advocate the creation of a real political party, strengthening the organization within Portugal, and positioning this to compete for power once the regime changed.

   The current PS was founded clandestinely on 19 April 1973, by a group of 27 exiled Portuguese and domestic ASP representatives at the Kurt Schumacher Academy of the Friedrich Ebert Stiftung in Bad Munstereifel, West Germany. The founding philosophy was influenced by nondogmatic Marxism as militants sought to create a classless society. The rhetoric was to be revolutionary to outflank its competitors, especially the PCP, on its left. The party hoped to attract reform-minded Catholics and other groups that were committed to democracy but could not support the communists.

   At the time of the 1974 revolution, the PS was little more than an elite faction based mainly among exiles. It was weakly organized and had little grassroots support outside the major cities and larger towns. Its organization did not improve significantly until the campaign for the April 1975 constituent elections. Since then, the PS has become very pragmatic and moderate and has increasingly diluted its socialist program until it has become a center-left party. Among the party's most consistent principles in its platform since the late 1970s has been its support for Portugal's membership in the European Economic Community (EEC) and the European Union (EU), a view that clashed with those of its rivals to the left, especially the PCP. Given the PS's broad base of support, the increased distance between its leftist rhetoric and its more conservative actions has led to sharp internal divisions in the party. The PS and the Social Democratic Party (PSD) are now the two dominant parties in the Portuguese political party system.

   In doctrine and rhetoric the PS has undergone a de-Marxification and a movement toward the center as a means to challenge its principal rival for hegemony, the PSD. The uneven record of the PS in general elections since its victory in 1975, and sometimes its failure to keep strong legislative majorities, have discouraged voters. While the party lost the 1979 and 1980 general elections, it triumphed in the 1983 elections, when it won 36 percent of the vote, but it still did not gain an absolute majority in the Assembly of the Republic. The PSD led by Cavaco Silva dominated elections from 1985 to 1995, only to be defeated by the PS in the 1995 general elections. By 2000, the PS had conquered the commanding heights of the polity: President Jorge Sampaio had been reelected for a second term, PS prime minister António Guterres was entrenched, and the mayor of Lisbon was João Soares, son of the former socialist president, Mário Soares (1986-96).

   The ideological transformation of the PS occurred gradually after 1975, within the context of a strong PSD, an increasingly conservative electorate, and the de-Marxification of other European Socialist parties, including those in Germany and Scandinavia. While the PS paid less attention to the PCP on its left and more attention to the PSD, party leaders shed Marxist trappings. In the 1986 PS official program, for example, the text does not include the word Marxism.

   Despite the party's election victories in the mid- and late-1990s, the leadership discovered that their grasp of power and their hegemony in governance at various levels was threatened by various factors: President Jorge Sampaio's second term, the constitution mandated, had to be his last.

   Following the defeat of the PS by the PSD in the municipal elections of December 2001, Premier Antônio Guterres resigned his post, and President Sampaio dissolved parliament and called parliamentary elections for the spring. In the 17 March 2002 elections, following Guterres's resignation as party leader, the PS was defeated by the PSD by a vote of 40 percent to 38 percent. Among the factors that brought about the socialists' departure from office was the worsening post-September 11 economy and disarray within the PS leadership circles, as well as charges of corruption among PS office holders. However, the PS won 45 percent of the vote in parliamentary elections of 2005, and the leader of the party, José Sócrates, a self-described "market-oriented socialist" became prime minister.

Born 1946. Lalonde was the first "green" politician in France to gain a position of influence in French government. President of the Student Union UNEF during the events of 1968, he later founded the French branch of Friends of the Earth, and subsequently became a Greenpeace activist, campaiging against French nuclear tests in the south Pacific. French lawyer and human rights activist. Badinter was appointed Minister of Justice in the first Mitterrand administration, in 1981. He is best remembered in this context as the man who successfully led the campaign for the abolition of capital punishment in France; abolition of the death penalty was one of the first major achievements of the Mitterrand presidency. From 1986 to 1995, Badinter was president of the Conseil Constitutionnel, the highest court in the land.

14 Sá Carneiro, Francisco Lumbralles

(1934-1980)

   Important political leader in the early years of post-1974 Portugal. Trained and educated as a lawyer at the University of Lisbon Law School, he was an up-and-coming young lawyer and liberal Catholic activist in the 1960s. A practicing lawyer in Oporto, Sá Carneiro was selected to be one of a number of younger deputies in the National Assembly during the brief "opening" phase of Prime Minister Marcello Caetano's period of the Estado Novo. He became a deputy upon consenting to adhere to two conditions for his selection; namely, maintaining Portugal's colonial policy in Africa and advocating "social peace" through reforms. But he refused to join the regime's official movement, the União Nacional. Soon discouraged by the continued intransigence of the conservative forces still controlling regime policy, despite the efforts of Caetano during 1968-70, Sá Carneiro and several others of the recently appointed deputies resigned their posts and went into opposition.

   Following the Revolution of 25 April 1974, Sá Carneiro and colleagues founded the Social Democrat Party (PSD). The highly respected lawyer and spokesman for centrist views became fully involved in the unstable politics of the early Revolutionary period. Named prime minister in January 1980, Sá Carneiro became the political man of the hour in Portugal. The PSD under Sá Carneiro leadership formed the core of a right of center electoral coalition named the Democratic Alliance (AD), which was composed of the PSD, Christian Democratic Party (CDS), and PPM during the

   December 1979 interim parliamentary elections. The AD won the election and Sá Carneiro became prime minister. The regular October 1980 legislative elections, which the AD won, reaffirmed the AD's strength as a coalition. Anxious to consolidate political power by having a president who favored AD policies in office and eager to have the AD candidate, General Soares Carneiro, defeat the incumbent, President Ramalho Eanes, Sá Carneiro undertook a vigorous campaign in the presidential elections set for 7 December 1980. On 4 December, bound for Oporto campaign stops, Sá Carneiro's plane crashed and burned only a short distance from the Lisbon airport. Seven official investigations of the crash have not reached definitive conclusions, and the cause of the crash remains a mystery.

   Former conservative (Gaullist) President of France, from 1995 to 2007. Chirac's reelection in 2002 was an unexpected twist of fortune, caused by the elimination of the front-runner, socialist Lionel Jospin, pipped into third place in the first round of the election by a surge in the vote for the far right wing leader of the French National Front, Jean Marie Le Pen.Facing Le Pen in the second round, Chirac was reelected with a massive majority in what was in essence a contest between the the extreme right and everyone else. Had the second round of the election been a classic left-right contest, Chirac's re-election would not have been guaranteed.

   Jacques Chirac was a highly ambitious career politician, who worked his way rapidly up the ranks of the Gaullist movement; yet his first steps in politics were actually as a militant for the Communist party, and as a student he sold the communist newspaper l'Humanité on the streets of Paris. After graduating from "Sciences Po", he changed tack, married into Parisian high society, studied at the elite ENA (Ecole Nationale d'Administration), and then began a career in politics, working for the office of the prime minister, Georges Pompidou. In 1976, he was appointed junior minister for employment in the third Pompidou government, and from then after he remained one of the most omnipresent of conservative politicians in France. From Gaullist, he became a supporter of Valéry Giscard d'Estaing during Giscard's 1974 bid for the presidency - against the Gaullist Chaban-Delmas - and was appointed Prime Minister when Giscard won. Two years later, he resigned, complaining that Giscard was cramping his style.

   This was the start of his rise to the top. No longer prime minister, in 1977 he set about building his own power base, or rather his own two power bases, firstly as leader of a new political party, the RPR, created out of the old Gaullist UDR, and secondly by becoming elected Mayor of Paris. In 1981, he challenged Giscard for the presidency, but came third in the first round of the election, which was won by François Mitterrand. By 1986 he was clear leader of the conservative opposition. When the conservatives won the general election of that year, he was appointed prime minister, ushering in the first period of cohabitation (see below) between a president and a government of different political persuasions.

   In 1988, he was again a candidate in the presidential election, and again lost; but with his power base in Paris and in the RPR, he then had seven years in which to prepare his third, and first successful, challenge for the presidency.

   He served two terms as president, the first of seven years, the second of five - though as already stated, his reelection in 2002 was more due to the failure of the Socialist campaign and the surprise presence of Le Pen in the second round, than in his own popularity. It is still rather early to judge the Chirac presidency in a historic perspective, but early appraisals suggest that it will not be remembered as a great period in French history. It was a time during which France dramatically failed to adapt to the changes in the modern world - the end of the Cold War and the challenge of globalisation - and failed to push through the social and economic reforms that were allowing other developed nations such as France, Germany or Spain, to find their place in the new world order.

EL GRITO (DE LA INDEPENDENCIA)

At 11pm on 15th September every year, the President of Mexico appears on the balcony of the National Palace in the capital and begins the Independence Day celebrations by addressing the crowds packed in the Plaza Mayor before him with the shout “Mexicanos, viva México!”. This commemorates the night in 1810 (actually the early morning of 16th September) when the father of Mexican independence, the priest Miguel Hidalgo y Costilla, used these words at the close of a speech delivered to his parishioners in the small provincial town of Dolores (now Dolores Hidalgo), in the state of Guanajuato. In the address he urged the people of the town, who were mainly poor Indians and lower-class “mestizos”, to rebel against Spanish colonial rule, and he then led them on his unsuccessful military campaign, which ended in his execution the following year. The president's re-enactment of the “ grito de Dolores” is echoed in similar events in towns and cities across the nation.

2. Перевод оборотов, начинающихся с причастий

а) Начинать с причастия – напрашиваться на неприятности! Перевод можно начинать со слов that, what или something

в) Возможно опустить причастие:

Нам также представляется правильным принятый Комитетом подход к выработке общих рекомендаций, согласно которому акцент будет делаться на качестве разрабатываемых им рекомендаций. – We also believe that the Committee’s approach to drawing up recommendations is correct, namely that stress will be placed on the quality of the recommendations it produces/draws up/makes/comes up with.

г) Сведение причастного оборота к прилагательному:

Такой ориентированный на деловой результат подход даст возможность добиться необходимой активизации роли нашей комиссии. – Such a determined/vigorous/single-minded approach will provide/allow for the required/needed stepping up/intensification of the role of our committee.

3. Перевод предложений, начинающихся с глаголов со значением необходимости и долженствования:

there is

Требует своего совершенствования процедура рассмотрения документов. – There is a need to improve the procedure for consideration of documents.
Необходимо всемерно повышать… - There is a need to raise in every way/it is essential to raise in every way… Необходимо более тесное международное сотрудничество… - There is a need for closer international cooperation/What is needed is closer international cooperation…
Особенно эффективно использовать there is, если переводчик не хочет вводить подлежащее или ставить глагол в пассивную форму:

Надо это сделать. – There is a need to do it/
C.f. We need to do it. (введено подлежащее) This should be done. (глагол в пассиве)
4. Перевод безличных предложений.

It is - в качестве тематического подлежащего

Проводить тренировку лучше днем или вечером. – It is best to do these exercises in the afternoon or evening.
Легче попасть в беду, чем выпутаться из нее. – It is easier to get into trouble than out of it.
5. Если прямое дополнение, обозначающее предмет действия, превращается в английском предложении в подлежащее, то сказуемое выражается при помощи пассивной глагольной конструкции.

Толкали его. – He was pushed.
Первые шаги в этой области предприняла ЮНЕСКО. – The first steps in this field were taken by UNESCO.
6. Неопределенно-личные конструкции переводятся пассивом.

Говорят, он хороший актер. – He is said to be a good actor.
Ее считают способной учительницей. – She is considered a good teacher. Нам внушали, что наша система лучше. – We have been led to believe/told that our system is better.
Иногда глагол можно заменить существительным:

Готовились праздновать Новый год. – Preparations were under way/begun for celebrating New Year.

7. Безличная конструкция с инфинитивом переводится при помощи местоимения it или личного местоимения.

Радоваться нам надо, а не плакать. – We should be happy and not cry/instead of crying.
Не надо так говорить. – You must not say that/You shouldn’t talk like that. Что делать? – What should we/you do?
8. Русское прилагательное, помещенное на начальное место в предложении с целью выделения, может потребовать при переводе на английский, помимо изменения порядка слов, использования усилительного слова или конструкции.

Прекрасный ты испекла торт! – What a fantastic cake you baked!
Видела я первые его шаги. – I saw him take his very first steps. Голодная я! – Am I starving!/Because I’m hungry, that’s why! Невероятная это была история. – It was an absolutely unbelievable story.
9. Разделение в русском предложении словосочетания с целью логического выделения одного из слов может обусловить наличие в предложении двух интонационных центров.

Замечательный у тебя муж! – What a wonderful husband you have!
Очень сильно девочка ушиблась вчера. – She really got badly bruised yesterday. Триста ты мне должен долларов, дорогой! – That’s tree hundred you owe me, kiddo!
10. Интонационное выделение слова, стоящего в непривычной для себя начальной позиции, показывает, что именно оно особенно важно для говорящего. Такой инвертированный порядок слов характерен для вопросительных предложений в разговорном стиле.

Он к вам приходит когда? – When is it he’s coming to see you?
А говорит он ей что? – So what is he telling her?
